Everything you need to know about CFO GCP Commission on Filipino Overseas Guidance And Counselling Program
CFO GCP was implemented by virtue of Republic Act 10906 (“Anti-Mail Order Spouse Act of 2016) and Republic Act 10364 (“An Act Expanding the Anti-Trafficking in Person Act of 2012”) and for Filipinos who are in interracial marriages.
The counseling takes about three (3) hours. Its main goal is to brief the attendees who are partners or spouses of foreign nationals regarding inter-marriage and international migration, and how to cope with the cultural, psychological and social realities of living abroad. You will also be apprised of the alternatives you have in the event you find yourself in trouble.
If you are planning to make an appointment to secure your GCP from CFO, please take time to read the following information posted below.
No Appointment Is Needed For:
- Senior Citizen (60 years old and up)
- Person with Disability (PWD) with PWD ID or medical certificate
- Pregnant women with medical certificate
- Minors (12) years and below

WHAT ARE THE REQUIREMENTS? (With and Without Visa)
**Note: No need to submit ID photo. No need to photocopy any registration document.
- Two (2) original valid identification cards with photograph
- Duly completed guidance and counseling form to be secured at the CFO;
- If married in the Philippines, original Certificate of Marriage on security paper from the Philippine Statistical Authority (PSA);
- If married overseas, original Report of Marriage duly registered by the Philippine Embassy/Consulate or the Department of Foreign Affairs; and
- Payment of PhP400.00 counseling and registration fee.
Sometimes, the Guidance Counselor will ask you for additional requirements in support of the basic requirements asked. It is always a good idea to prepare and bring with you on your scheduled counseling appointment these documents so you may be able to provide to them just in case.
- Divorce decree/certificate (of Filipino spouse or foreign spouse, if previously married)
- Annulment paper (of Filipino spouse or foreign spouse, if previously married)
- Proof of residency/Alien Registration Card-ARC (of foreign spouse)
- Proof of relationship (picture together, e-mails, among others)
- Death certificate (of Filipino spouse or foreign spouse, if widow/widower)
- Certificate of Family relations/registration (of foreign spouse)
